Abstract: This is a study of public campaign financing among state legislative races in four states, Maine, Minnesota, Wisconsin and Arizona. The research focuses on how effectively public financing achieves the objectives of the states when public financing was introduced. The goals of the program are to reduce costs, increase competition among candidates, increase voter enthusiasm about the electoral process and reduce the role of special interest and Political Action Committee influence on campaign outcomes. The efficacy of public campaign financing is evaluated by comparing pre-public campaign financing levels of competition, cost, special interests and voter participation to post-public campaign finance levels. In addition the efficacy of implementation in each state is examined.
