Abstract: This thesis takes the form of three thematically linked papers exploring the role of international institutions. The first paper evaluates various proposals for the reform of the United Nations Security Council and argues that reform of the veto has to be a necessary component of any proposed reform. The second paper looks at the �War on Terror� with a specific focus on the use of military commissions to try individuals suspected of links to terrorist organizations. The final paper surveys NATO during the critical years following the end of the Cold War and its attempt to find a role for itself within the international system. The paper suggests that NATO is completing a transformation from an alliance into a collective security organization. Finally, there is an overview essay that looks at the various themes that are examined throughout all three papers.
