Abstract: The thesis addresses the question of why John F. Kennedy failed to change U.S. China policy during his administration despite the attitude of change and renewal intimated during his presidential campaign. The researcher finds that Kennedy's repeated procrastination on the issue, combined with a tendency to revert to President Dwight D. Eisenhower's policies during crisis points, resulted in a continuation of his predecessor's policies with no change. The thesis is organized into eight chapters. The first seven are narrative, divided up by policy issues. The last chapter contains the analytical conclusions drawn by the researcher. The thesis is based chiefly on primary sources drawn from contemporary documents, many of which are contained in Foreign Relations of the United States, 1961-1963, Volume XXII, Northeast Asia (Washington, D.C.: United States Government Printing Office, 1996).
