Abstract: The Restoration of the Florida Everglades, which includes the Comprehensive Everglades Restoration Plan (CERP), the Everglades Forever Act, and the Everglades Construction Project, is the largest ecological restoration project ever undertaken in the United States. With project areas ranging from the Kissimmee River to Florida Bay, an $8 billion dollar budget, and a thirty-year time frame, CERP is truly enormous. It involves federal, state, and regional levels of government, and several overlapping jurisdictions. This thesis seeks a thorough understanding of the sets of policies that govern the restoration effort and the processes by which those policies came into existence. By providing a context from the literature on policy development, this thesis aims to provide a discussion of the implications of the ways in which Everglades restoration has progressed, particularly in relation to the actions of environmentalists.
